- Manufacturer Licensing of pressure vessels, boilers and safety fittings

As regulated in the "Regulations on Safety Supervision of Special Equipment of China", special equipment related to safety of human lives or having high risks shall be subjected to a mandatory manufacture licensing system and supervision/inspection for the safety performance of the product. "Special equipment" here mainly refers to boilers, pressure vessels, pressure pipelines, elevators, lifting appliances, passenger ropeways, and large amusement devices etc.
Current Chinese requirements request manufacturer who apply for a license, (either new or a renewal) shall prepare a new Quality Manual which should address all the requirement of the Boiler and Pressure Vessel regulations. 
Also now the Chinese government has requested boiler manufacturers to submit their design documents for design approval before fabricating. And requested type test can only be performed by an accredited Chinese laboratory, which must be done before the manufacturer is audited.
